Excellent minority female role model and continuing educational professional


Belinda Biscoe receives national honor from University Continuing Education Association


040906 132.jpgBelinda Biscoe, Ph.D., is the 2006 recipient of the Adelle F. Robertson Continuing Professional Educator Award from the University Continuing Education Association. This award recognizes the scholarship, leadership and contributions to the profession of continuing education and is not necessarily given every year.

Biscoe has been described as a professional who continuously demonstrates excellence, commitment, and promise to the continuing education field. Her areas of expertise are many and varied and include research and evaluation, higher education and nonprofit administration, school reform, early literacy, substance abuse prevention, mental health, homelessness, workforce development and juvenile justice.

However, those who know her say Biscoe’s contributions to her institution and profession stretch beyond her many successes as a scholar and an administrator.

“Her greater value as an individual who gregariously invests her authentic personality into any relationship is not so easily measured in a biography, but it is undoubtedly a formidable aspect of her overall quality,” said Pari Navabi, program development specialist for the Southwest Center for Human Relations. “She is a role model, mentor, and invaluable resource to everyone around her.”

Biscoe serves as assistant vice president for Public and Community Services at University of Oklahoma OUTREACH. She also serves as director of the Educational Training, Evaluation, Assessment, and Measurement Department (E-TEAM) and the Mid-Contintent Comprehensive Center (MC3). In addition, she is co-founder of Eagle Ridge Institute, a nonprofit substance abuse organization, as well as Positive Tomorrows, a school for homeless children, both in Oklahoma City.

UCEA Great Plains Region awarded Biscoe its 2004 Professional Continuing Educator Award.

 “The University of Oklahoma and UCEA are both very lucky to have Dr. Belinda Biscoe serving as an excellent minority female role model and continuing educational professional,” said Kerry A. Kerber, associate dean of Continuing Education at the University of North Dakota and Great Plains Region Awards and recognition Chair. “Her vast array of skills and management expertise enable her to provide leadership internally to the Division of Public and Community Services and to numerous service organizations in Oklahoma. Her ability to work across organizational boundaries makes her a truly unique individual who makes things happen with and through other professionals and organizations.”

Biscoe earned a Ph.D. in experimental child psychology from the University Of Oklahoma. She received a bachelor’s degree in sociology/psychology, and master’s degree in sociology from Fish University in Nashville, Tennessee. She joined OUTREACH in 1997 and was presented the UCEA award last spring in San Diego, Calif.

            Robertson served UCEA with distinction and dedication, setting an example for those who would follow her. The award is named in her honor.
